Why this exists

The Republic does not stand alone. Its enemies — the Xeno, the Heretic, the Mutant — do not observe internal boundaries. They press on every frontier, simultaneously and without mercy.

There exist, in the galaxy, organisations that are not the Republic but are not its enemies. They fight for humanity, or for principles adjacent to humanity’s survival, under banners not our own. To treat them as irrelevant is waste. To absorb them wholesale is arrogance. To ally with them on structured, documented terms — that is strategy.

The Foederati Vigiliae (“Vigilant Allied Forces”) is the legal, doctrinal, and operational framework governing the integration of external gaming organisations (Legiones Foederatae) into the Republic’s operational sphere — without requiring the dissolution of their identity or the surrender of their internal sovereignty.

The Foedus is not charity. It is a contract between forces that share enough common ground to stand together against what stands against both.

A Legio Foederata is not a branch, directorate, or sub-unit of the Republic. It is a peer-level allied formation bound by covenant, not by chain of command. The Legio retains its name, banner, internal ranks, culture, and Discord server.


Two Tiers of Foedus

Not all alliances carry the same weight or obligation. The framework provides two tiers, each reflecting a different depth of operational integration.

Tier I — Foedus Auxiliarius (Tactical Alliance)

Occasional joint operations; mutual doctrinal recognition; formal non-aggression.

The Legio Foederata commits to: recognition of the Three Pillars as the doctrinal lens for joint operations; non-aggression against Republic assets, Citizens, or operations; non-subversion (no recruiting Republic Citizens away); a non-alien posture (no alliance with Class I species while the Foedus is active); mutual notification of joint-operation intent (minimum 24 hours where feasible).

The Republic provides: formal recognition of the Legio Foederata and its Legatus in the Republic’s public profile; coordination access via a dedicated liaison channel; participation in joint operation briefings; intelligence sharing at Class B clearance (public threat assessments, Pillar classification reports).

Command relationship: during joint operations, the Legatus coordinates with the Republic’s Operation Commander at the Praefectus (Commander) level. The Legatus holds no formal rank within the Republic’s hierarchy.

Holy Office presence: none. A Commissar may attend joint operations as observer with no authority over Milites Foederati.

Review cycle: annual; minimum one joint operation per cycle to sustain.

Tier II — Foedus Militaris (Strategic Alliance)

Regular structured military coordination; deep doctrinal alignment; formal representation in the Republic’s Consilium during joint operations.

Reserved for Legiones Foederatae that have demonstrated sustained doctrinal fidelity, consistent operational reliability, and a shared strategic vision.

Adds to the Tier I commitments: participation in a minimum number of joint operations per cycle; extended doctrinal acknowledgement (publicly stated posture must not contradict the Three Pillars); acceptance of a Commissarius Ligens (Republic Commissar assigned as liaison, with presence — not authority — within the Legio’s operational channels); joint strategic consultation before any Republic decision materially affecting the Legio’s theatre.

Adds to the Republic’s provisions: an advisory seat in the Consilium for the Legatus (non-voting, for sessions where the Legio is materially affected and for the duration of any joint operation); Class A intelligence sharing; full logistics and medical support during joint operations; formal entry in the Registrum Foederatorum with full detail.

Command relationship: during joint operations, the Legatus holds operational authority equivalent to a Praefectus. The Legatus may be appointed Operation Commander of an Auxilium Vigiliae by the First Consul or the Director of Operations.

Review cycle: annual; failure to meet the operational record triggers automatic downgrade to Foedus Auxiliarius (not dissolution).


What the Foedus Requires Doctrinally

The framework is built on partial doctrinal integration. The Republic does not demand that allied forces become citizens before they may stand at our side. It demands only that, in the space we share, the same fundamental standards hold.

The Foederati are required to:

  • Recognise the Three Pillars as the operational lens during joint operations.
  • Maintain a non-alien posture — no alliance with Class I (extermination species) entities for the duration of the Foedus. Tier II extends this to Class II (infiltration species) as well.
  • Not harbour any individual subject to a Republic Non Admittendi entry.
  • Not actively recruit Republic Citizens away from their service.

The Foederati are not required to:

  • Swear the Sacramentum Vigiliae (that oath is for Republic Citizens, not allied forces).
  • Adopt the Republic’s internal rank structure.
  • Submit their own members to the Republic’s discipline staircase.
  • Abandon their own internal cultural practices, names, rituals, or Discord structures.

The Foedus does not grant the Republic jurisdiction over Foederati members in their own space. The Commissar Liaison is a witness and a liaison, not a judge. Internal discipline within the Legio Foederata belongs to the Legatus.


The Iuramentum Foederis

The Sacramentum Vigiliae is the oath of Republic Citizens. It is not taken by Milites Foederati.

In its place, the Legatus Foederatus pronounces the Iuramentum Foederis (Oath of the Covenant) at the signing ceremony:

“In the name of [Legio Foederata name], and before the record of the Republic, I acknowledge the Three Pillars. I name the Xeno, the Heretic, and the Mutant as the enemies of all humanity — mine included. I commit my formation to stand alongside the Republic, as allies of the Vigil, bound by covenant and by the survival of our common species.

We are not Citizens of the Republic. We are its allies. And an ally of the Vigil does not look away.

Pro Humanitate.”

The First Consul (or designated Director) responds:

“The Republic acknowledges the covenant. [Legio Foederata name] is entered in the Registrum Foederatorum. Their Legate stands recognised. Let the Vigil extend to their banner.

All three paths into the Republic — full Citizen, Peregrinus, Foederatus — are legitimate. None is a degraded form of another.


Who is this for?

  • Allied gaming organisations with shared values around human cooperation, structured operations, and reasonable conduct standards, that wish to coordinate with the Republic without merging into it.
  • Smaller specialised crews that need a coalition for high-tier operations and can offer doctrinal posture in return.
  • Long-standing partners with whom the Republic has accumulated trust through repeated joint action and wishes to formalise it.

A Legatus (or representative) may initiate contact through the Praetoria Civium (Recruitment & Citizenship) or directly through the Praetoria Bellica (Operations). The Director of Operations and the Commissar-General assess alignment with the Three Pillars, operational record, size, and posture. Tier and obligations are then negotiated explicitly.
