The Republic operates in European Portuguese (PT-PT) and English (EN). Both are official. Neither is preferred by accident, neither is tolerated by exception.
Bilingualism is not decoration. It is doctrine. The Republic was founded as a community where two language groups stand side by side, on equal footing, under one banner. Neither language has primacy over the other; both carry the full weight of the doctrine they translate.
Una res publica. Duae linguae. Una vigilantia.
§2.1 — European Portuguese
PT-PT follows European orthography and Lusitanian vocabulary. The Republic does not use Brazilian variants, neither in writing nor in voice. Where a term has a Lusitanian form, that form is canonical (ecrã, ficheiro, encaminhador, comutador, utilizador, correio electrónico).
This is not provincialism. It is precision. A house with two doors has two locks; both are kept clean.
§2.2 — English
EN follows British conventions in spelling and register: organisation, defence, sanctioned, realise, centre. American spellings are not in use in canonical material.
§2.3 — Latin Terms
Canonical Latin terminology — Sacramentum Vigiliae, Ius Gladii, Tres Pilae, Sigillum Vigiliae, Sanctum Officium, Iurisdictio Territorialis, Actum Gladii, Non Admittendi — is unchanged across both languages. Latin is the spine of the doctrine and is not translated when invoked ritually.
§3.1 — Operational default
Operations default to the language that serves the mission. If the operation lead is more comfortable in Portuguese, the briefing is in Portuguese; if in English, in English. Members participate in either. The Republic does not penalise comfort in one's own tongue; it penalises silence.
§3.2 — Public-facing artefacts
Manifesto, Charter, Disclaimer, recruitment materials, the public bulletin and the Sitemap exist in both languages, with parity of substance. Where there is divergence (typo, mismatched paragraph), the more recent edit is authoritative; both copies are then aligned.
§3.3 — Internal artefacts
By imperial directive of 28 April 2026, new canonical Articles in the Codex Terranus are issued EN-only, with PT-PT translation deferred. The bilingual rule (PT-PT first, EN second) remains the long-term doctrinal target. The current EN-only suffix is an operational accommodation, not a doctrinal preference.
