Xenology — The Peregrinus (Class V)

The Peregrinus is the largest living thing the Republic has ever charted and the only entry in this registry that has never done anything to a human being.

The physical record is extensive — the Peregrinus does not hide, evade, or apparently notice observation.

• Void-borne organisms on the kilometre scale — smallest charted individual at 2.1 km, largest at 9.4 km. Silhouette elongated, keeled, asymmetric; no two individuals identical; hull-analogue integument of layered mineralised tissue, scarred by aeons of micro-impact.
• No drives. Propulsion is slow mass-reaction through vented interior volumes; velocities are low; transits of a system take months. No translation capability has ever been observed — how individuals appear in successive systems separated by distances their observed velocity cannot bridge within charted intervals is not explained, and is held without hypothesis.
• Biology partially charted at standoff — thermal gradients consistent with metabolism; slow interior circulation; no sensory apparatus identified; no young ever observed; no dead individual ever found.
• Total non-response. Eight charted transits, one hundred and twenty-seven years, every signal doctrine in the book, two authorised close approaches: nothing. No reaction to hails, to active sweep, to proximity, to the 1978 team's physical contact with the integument. The Peregrinus does not respond. The record cannot even establish that it declines to.

Incidental hazard — the reason the file is not closed

A Peregrinus transit is a moving gravitational and debris event. The 1954 transit of the Corveil Narrows clipped a relay chain and silenced a mining habitat's approaches for nine days; the 2007 transit crossed a survey lane and two tenders were lost to wake-shed debris with all hands — eleven Citizens, named in the count. The organism did not react to either event. There is no evidence it registered them.

The Peregrinus fails every other class on the evidence, and the failure is the doctrine:

• Not Class I — it does not advance, consume, or return; it has never been aggressed by and never aggressed.
• Not Class II — it does not infiltrate; nothing about it engages human structures at all.
• Not Class III — it does not transact.
• Not Class IV — the data is not insufficient. The Peregrinus is charted, measured, and predicted better than any species in this registry. The data is sufficient and does not fit.

Class V exists for exactly this case: an entity to which the Republic's threat grammar does not apply — and which the Republic nevertheless declines to call safe. The doctrinal sentence of this dossier, taught verbatim:

Indifference at that scale is not peace. It is the absence of an answer — to a question the Republic has not yet learned to ask.

• 30-06-1899 — First charted transit, Corveil. Charted; no interaction.
• 12-04-1954 — Corveil Narrows transit. Relay chain clipped; habitat approaches dark for nine days; no reaction from the organism.
• 08-08-1978 — Authorised close approach, under High Command sanction. Physical contact with the integument; zero response; standoff biology charted.
• 19-01-2007 — Survey-lane crossing. Two tenders lost to wake-shed debris, eleven Citizens named in the count; no reaction from the organism.
• 03-10-2021 — Last charted transit. Exclusion doctrine applied cleanly; zero loss.

Posture is fixed by the classification system: hostile by default; contact restricted to High Command-approved operations. For the Peregrinus this instantiates as exclusion, not engagement:

• The moving exclusion zone. A charted transit generates a standing exclusion volume around the individual — traffic re-routed, survey lanes lifted, habitats on approach-watch. The 2021 transit proved the doctrine at zero loss. The eleven of 2007 are the doctrine's founding names.
• No weapons release. The Republic has never fired on a Peregrinus and doctrine forbids initiating: the organism's response to harm is unknown, its mass is measured in cubic kilometres, and the Republic does not open questions it cannot afford the answer to. This is not mercy. It is arithmetic.
• No contact operations below High Command sanction. The 1978 approach stands as the sanctioned precedent; nothing since has justified another.
• The cult watch. The Peregrinus attracts what indifference at scale always attracts: romance. Frontier congregations recur that read the Wanderer as pilgrim, omen, or god — and preach that humanity should follow, wait, or worship. Doctrine's answer is Cultural Heresy: the Indifferent is not a sign, and a Citizen who kneels to a hull-scarred silence has stopped keeping the count. The congregations are dispersed, the preachers flagged, the doctrine restated. Eight times charted; eight times, somewhere, a congregation. The watch continues.

The transit mechanism — the distances its velocity cannot bridge. Origin, destination, purpose, if those nouns apply. Whether it perceives. Whether the eight charted individuals are eight, or one entity's eight appearances, or a population's thin edge. What it would take for the Peregrinus to respond to anything — and what the Republic would be, on the day it does.

The Peregrinus is discussed without wonder-language: “majestic”, “serene”, and their family are Cultural-Heresy vectors in exactly the measure that they invite the kneeling the Commissariat disperses.

The vernacular “the Indifferent” is authorised precisely because it teaches the doctrine every time it is spoken. State the record, the exclusion doctrine, and the eleven names of 2007 — in that order when the subject is raised admiringly.

• Physical nature — void-borne organism, kilometre-scale; no drives (slow mass-reaction); no sensory apparatus identified; no young, no dead ever found.
• Scale — 2.1–9.4 km per charted individual; a months-long transit of a system.
• Silhouette — elongated, keeled, asymmetric; no two individuals identical.
• Integument — layered mineralised tissue, aeon-scarred by micro-impact; crater-grey.
• Locked palette — crater-grey mineralised hide; the cold of deep void; slow thermal gradients against starfield black.
• Visual anchors — kilometre scale, given only by Republic hulls beside it for reference; total non-response; the moving exclusion zone it generates in transit; aeon-scarring, a body older than the record.
• Distinguishing marks — asymmetric keel unique per individual.

Render gate — PERMITTED, STANDOFF ONLY

Framing: silhouette against starfield at instrument distance; scale given by Republic hulls; the exclusion zone. Never a ‘face’, never intimate detail.

• No facial detail, no interiority.
• No wonder or worship framing.
• Justification — extensively charted, so the form is known; but scale and total unknowability forbid intimate framing. Standoff only, so the image cannot invite the kneeling the Commissariat disperses.

In prose it may appear at instrument or standoff distance — plot, exclusion watch. It never interacts, never responds, and is never a scene interior. The eleven dead of 2007 precede any admiration.
